The European Union has launched this April the “AI Continent” Action Plan, with the aim of becoming a world leader in artificial intelligence (AI). The aim of this ambitious initiative is to transform Europe's major traditional industries and their talent assets into drivers of AI innovation and acceleration. To this end, this Action Plan is built around five key pillars:
1. Building a large-scale AI computing and data infrastructure: through AI factories, thirteen of which are already in place, to support start-ups, industry and EU researchers in the development of AI models and applications. The EU will also contribute to the creation of up to five AI gigafactories in different parts of the Union. And the Commission will also propose a Cloud Computing and AI Development Act with the aim of at least tripling the capacity of EU data centers in the next 5 to 7 years, with priority given to highly sustainable data centers.
2. Increasing access to large volumes of high-quality big data: the objective of this pillar is to boost innovation in AI, which requires access to large volumes of high-quality data. To this end, data labs will be set up and an EU data strategy will be launched as early as 2025 to create an internal data market for the expansion of AI solutions.
3. Developing algorithms and promoting the adoption of AI in strategic EU sectors: the Commission will launch in the coming months the strategy for the use of AI, with the aim of developing AI solutions adapted to different uses and promoting their industrial use and their full adoption in the EU's strategic public and private sector.
4. Strengthening AI skills and talent: initiatives such as the Talent Pool, the Marie Sklodowska-Curie Action and the AI fellowship programs will contribute to the opening of legal migration pathways for highly skilled workers and attract Europe's best AI researchers and experts to Europe. In addition, the Commission will develop educational and training programs on AI and generative AI in key sectors.
5. Regulatory simplification: the Artificial Intelligence Regulation increases citizens' trust in technology and provides investors and entrepreneurs with the legal certainty needed to expand their business and deploy AI across Europe. In addition, the Commission will launch a helpdesk on the AI Regulation that will assist companies in complying with it.
